So I'm guessing that you employed a contract developer to create an app, for which you paid them. And when you asked for the complete source code, they gave you an incomplete project, which didn't build.
I could be wrong, and I'm not a lawyer, but if you paid for this work to be done, then you own all the intellectual property, and have the rights to all source code produced. Seems like you have grounds to launch legal proceedings against the developer.
