Unable to download from Play Store while connected via 4G

For some reason whenever I try to download anything from the Play Store while on 4G it will not download, I can browse the store and I can search the web, but the phone will not download anything from the Play Store. I have tried clearing the cache and data from the store, and it still not downloading. I have Adguard installed and have not tried to disable it, but it works while on WiFi. Does anybody have any ideas how to resolve this issue?

If you open up the Play Store app and go into its Settings menu, in the 'Auto-update apps' option is it set to update of Wi-Fi only?

This issue has nothing to do with updates, I'm referring to trying to download a new app from the store.
