I have had my Samsung since fen it has the sim card from my old phone in I am unable to send or receive picture messages

My first guess is that the APN (Access Point Names) settings need updating. You'll find these in the mobile/cellular data settings. You should be able to get the values you need from your carrier, probably from their website.
