When I attach an emoticon to an sms, a pop-up appears stating "No Network Connection - Mobile data is disabled. This message will be sent when mobile data is enabled".

I have packet data disabled on my phone. Can I not send emoticons via standard sms?

Because you're attaching what is an image, the message is treated as an MMS rather than SMS. SMS can only send plain text, which means any emoticons are limited to what you can do with letters, numbers and punctuation. ":-)" etc. In other words traditional smileys. If you want to send MMS you have to enable packet data.
