Does it make calls? Mobile data works?
What carrier, have you spoken to your carrier about the problem, can you send texts with a different handset? And what message app are you using? Just to confirm, you mean network standard SMS rather than some Internet based messages, and are sending to a single user rather than group messaging?
We need more than "it doesn't work" to work out why it doesn't, so as much information as possible will help.
