Unable to update or download apps from Play Store

I have a BLU Vivo 8 running Android 7. It has been working great but a few days ago when I tried updating some apps, which I normally do manually, they would not update. The timer just kept going around and never finished downloading. I have tried all the solutions suggested in other threads...clearing cache/data, deleting and re-adding my Google account, etc. Now I seem to have lost WhatsApp completely after attempting an update, and I can not download it from the store. Anybody else experience this and found a solution?
 
0. Turn off data and wifi
1. Uninstall PS UPDATES - NOT THE APP
2. Clear PS data and cache
3. Restart the phone
4. Reenable wifi and/or data

Let us know what happens.

I did it exactly as written above. PS seems to have updated but still will not complete manual updates. Automatic updates are not functioning either.
 
Did as requested in exact order. PS has updated itself, but still won't update apps automatically or manually.
 
Update: I found I was able to get WhatsApp back on my phone after signing into Google on my iPad, accessing Google Play, and downloading from there...it allowed me to send the request to my phone which then spontaneously uploded the app, something which PS wouldn't do directly from my phone. I also tried this with updating, but it didn't work for that.
 
I also have a Blu Vivo 8 and I can't get the Google Play Store to update apps. I have tried everything I can find, including the instructions above. I even tried sending the updated request from my desktop and that didn't work either. HELP! The list of apps that need updating is growing larger by the day. It's currently up to 45 apps. :(
