Help Uncleanable Used Storage on Moto G

Space queries tell me I'm using 4.0 gb out of 5.5 gb on my Moto G internal storage. But various other apps tell me that I only have 1.0 gb of files. Cleaning apps won't free it up. Suggestions?

My 2nd phone is a Moto G and with the apps, photos, music, I'm using 3.5 GB out of internal storage. System apps also take a chunk out of what's left so I have about 2GB left.

But with my apps, photos, and music etc. directory and explorer apps say I'm only using 1 gb, while properties of the drive say I'm using 4 gb. It's like 3gb of my drive is non-accessible and can't be freed up.
