Unclear on calls?

I've been told by everyone I've called that I've been going in and out. I have an OtterBox defender and took the outer portion off and, while better, I'm still having issues with going in and out. I'm calling from the same place where I used my previous HTC and I never had any significant issues with that phone, and I also used an OtterBox on that one.
 
It could be a local (and temporary) network problem, especially if you are always calling from the same area (you say "place" singular, after all). Simple test is to call from somewhere far enough away that you are definitely not in the same cell.

With cases the thing to check is that all of the mics are uncovered: both the main one at the bottom and the noise cancellation one at the top in the case of the Pixel.

You mentioned that removing one piece of the case helped; try removing the rest of it to see how that does.
 
Could be the case is blocking the mics on the phone? I've had that once, and had to make some modifications to it, but that was some cheapo case and not an Otterbox though.
