Unknown alerts, can't find source or reason

I have an issue where I will get these random alert sounds that interrupt anything I am listening to. I mean stop the music or audiobook or youtube video and it never comes back on. I have to go to the phone and restart when it happens. I can't figure out what is causing this and it is completely random. There are no notifications that come with it.
This has happened over the past several months and maybe even a year or more but today it suddenly started happening like every couple of minutes. I finally had to turn my phone off because it was so distracting.
Is this a know issue and is there a known fix?

Go to settings>network & internet>wireless emergency alerts>[three dots, upper right]>settings

From there you can see what's got permission to send these types of alerts.

I honestly thought they were joking. Did Trump actually mess up everyone's phone? Lol
