Unknown call hangs up followed by Device Management

"Unknown" caller hangs up, then my phone shows red and blue arrow with Device Management installing software. Is this normal?

It is possible that your carrier is updating your PRL (if VZW), which when updated, will allow your phone to recognize new cell phone towers and their locations.

It might be a good idea to contact your carrier and confirm that this is the case. I know it happened to several Galaxy Nexus devices a year ago.
