Hi,
My Nexus 9 has glitched and I can only access fastboot/hboot. I'm trying to completely wipe stock Android off it and install a custom ROM, but the device isn't rooted and I need to unlock the bootloader and USB debugging/OEM isn't turned on in developer settings. Is there any way I can turn it on from fastboot?

UPDATE: I can access Android Recovery also, if that helps.
