Unlocked phones need SIM?

So, I've been looking into buying an unlocked phone, just to use kinda like a tablet or Ipod, but with Huawei.
I've read into unlocked phones and I'm kinda confused about a couple things..

For an unlocked phone, do I need a SIM card to just use wifi?
Or can I just use the unlocked phone without a sim card?

I have no plan to use it for calls or texts or data or anything, I just wish to use it with local Wifi and even without it ofcourse, is this possible without a sim card?

A phone does not require a Sim card unless you're looking to make calls, texts or use data.

So in your case there should be no problem with getting the phone and not having a Sim. Some phone will display a notification that says 'no Sim inserted' but that's not a real problem, just an annoyance.
 
True, I have an old Galaxy S5 that I use to stream Spotify over WiFi and nothing else, it's not activated and does everything except call and text :)
