my cellphone was lock up, and it's asking the emergency call or number, how will i unlock it?

It sounds like you have activated the PIN lock. You should only be able to do that if you have set a PIN, in which cse just enter that.
If you've forgotten your password/PIN/pattern, after you have used up all of your attempts you can then get in using your GMail login. We have some information about this here: http://androidforums.com/faqs/685025-lost-phone-locked-out-faq.html
I'm assuming that this is a screen lock, and not a SIM PIN (it should say in the latter case). If you lock your SIM you will need to speak to your network provided to get the code to unlock it.
