It is already unlocked. All Verizon phones are sold unlocked these days.

so if i just put a local SIM card with a philippines number it should work instantly?

do i have to adjust any settings on the phone?

I'm not sure. You probably want to go into settings / More / mobile networks and change preferred network type to LTE/GSM/UMTS. At the same screen you may need to go into access point names and make sure that your network's APN is entered correctly.

What I do know for sure is that the phone is sim unlocked. You won't have to pay for an unlock code or anything like that.
