Unlocking Motorola Phones in Brazil, Vivo

My wife and I brought Motorola phones from the US to use here in Brazil. We thought that we unlocked them but we can't get them to access Vivo's data network. We tried setting the APN (see below) but the settings won't save. We can make calls and access wireless networks, but can't access data from the Vivo network.
