So it's basically what it was - you can unlock a phone you've fully paid for - except that people can't sell unlocked phones as a business. Which doesn't affect companies in other countries, so it's not a big change.
What they're not telling the public - and we've seen the lack of awareness here - is that you can't "unlock" a Verizon phone and take it to AT&T (or vice-versa), and you never will be able to, until 9G or something, when everyone is using the same technology (as if that will ever happen), or manufacturers start making a lot more "dual-tech" phones.
It's really a tempest in a teapot. Yes, if my AT&T contract is done, and I buy an unlock code from Joe Shyster (and it works), and I'm taking my business to TMobile, I'm technically violating the law. Ever hear of anyone being prosecuted for violating that law?
