Off hand that looks like a spam message, I'd just ignore it. Looking up the indicated IP address you're apparently using Three as your ISP, yes? If you do get some kind of notice directly from Three than that's a different matter and worth taking action. What were you doing when you received that notice -- were you actively doing something or did it just show up at random?

i was jyust browsing google on my android
malware scan is clear
what does it basically mean?

If you were trying to access something that required an interactive log-in, like initiating a download or going to some site's page that requires an active confirmation, a captcha just a simple 'challenge and response' way to check if you're a actually a person and not just some bot trying to gain access to a site or file. If you click that checkbox and hit the 'Submit' button you'll then have to answer whatever question it asks of you (or click on whatever graphics it shows) before you can go any further.

Are you using a VPN?

It could be that particular IP address has been flagged as been used by spammers or hacking attacks or DDoS or other improper activities. And it's not necessarily you. It might be worth you contacting your ISP about it. Besides the CAPTCHAs, are you seeing any "Connection refused" or "Access denied" messages in the browser at all when trying to view websites.

I use a VPN on my phone for exactly the same reasons why I use a VPN on my computers. I'm in China. :thumbsupdroid: Also it's a good idea if you're using open public WiFi. A phone can do exactly the same internet things as a computer does.

Another possibility, is that ISPs will often use NAT(network address translation) routing, and will be sharing a single public IP address across a pool of their users. And if Google determines that a user is a spammer or doing other improper things, the public IP address is flagged and so everyone gets it who's on the same IP address. That's why I suggested about contacting your ISP about it.

"Connection refused" is something a website might do if the originating IP address is blacklisted by it, e.g. IP addresses originating in China or Russia. Because of hacking attempts, spammers, etc.

EDIT

For information, here's a fairly recent thread about connection refused with Google Ads
androidforums.com/threads/google-ad-services.1087238/
Possibly they were flagged by Google as a spammer.

Spoke to isp who told me can't change static iP address and only thing I can do is use a different browser. Is that right?
