Unwanted Strange Download

Hi

My galaxy S3 Neo regularly shows it is downoading "Female for English"(India) ???
it also says Voice data for text to speech underneath this phrase. This goes on continuously for days and the only way to stop it is to disable the download manager. Whilst it does not appear to affect any other usage I am stumped as to its origin or use. Any offers of help gratefully recieved,
 
Does this happen when you have a specific app open or using a web browser?
No. Just randomly appears on the swipe down page and rolls on until I disable download manager. I don't really use any apps. To me its a phone and a camera and very occasionally a tool to look up something on google.
 
You could try wiping the cache partition in recovery mode first to see if starts acting normal. Keeps user data.
The second choice, might be time for a factory reset. Deletes user data.

From off, press and hold the power, volume up and home button till phone starts to boot and you see " Recovery Booting" in upper left corner of screen, then release the power button.
Continue to hold the other two till it finishes boot and you see the recovery menu.
Use the volume down to scroll to Wipe Cache, press the power button to select it.
After cache wipe is complete, select reboot.

Hopefully this will take care of it and you won't need to do a factory reset.
