Update Nexus 7 to 4.3 with PC Internet Connection

How do I update to 4.3 Jellybean using the internet connection on my laptop ? I am high on data usage this month and don't want to max out my limit.

I have a Nexus 7 older model with 32GB and Mobile Data.

Be sure to download the 4.3 image for the Nexus 7 Mobile.
It's a little tricky to apply an update.zip manually. Your best bet would be to find some time to jump on wifi and let the OTA download and install itself.
