Hi, and welcome.

Updates from carriers do not always roll out for every phone, so while the current version is Jellybean 4.3, that does not mean that your phone will get updated.

If you are adventurous (and not squeamish about voiding your phone's warranty) you can join forums, find your phone's folder, and look for the "all things root" section. In there, you will find instructions on rooting and updating your phone. Just be careful and make sure you read and understand everything before you begin. Ask questions--folks on forums are always willing to help.

There was a 2.3.4 update containing some bug fixes, but most every device skipped up to Ice Cream Sandwich Android 4.0 after that.

Honeycomb 3.x was a tablet-only version and skipped on phones.

If your phone is still on Gingerbread and you want to try Ice Cream Sandwich, then your best bet would be to root the phone and try installing custom ROMs (which are replacement operating systems for the one that came with the phone). However, many devices simply don't have the memory or hardware capability to run Android 4. READ, READ, READ! And make a nandroid backup before you do anything: if something goes wrong, you can restore the backup.
