how to upgrade from 4.1.2 to 4.3 on Galaxy tab 2?

You'll have to wait until Samsung release the update. Then you can download and install directly to the device. Just check for software updates in the "about" menu.
Android has to be built for the device, so you can't just download a generic 4.3 but have to wait for Samsung to release it for the Tab 2. 4.3 is very new, and I'm not aware of it being released for anything other than Nexus devices so far.
The only other option is to root the device and load a custom ROM. But that won't help until somebody has built a 4.3 ROM for the device, and I think it's very unlikely that that has happened yet, since it has not been done for devices with larger and more active developer communities.
