I own a Samsung Galaxy Vistory 4G LTE using Android 4.1.2. What do I need to do to upgrade to Android 4.3?

Android 4.3 isn't available for the victory at the moment. If you want a speed increase for your phone, check out the root section of the Galaxy Victory section here on AndroidForums

As mentioned, 4.3 is not available for the Victory as of yet. But you can look into rooting your device, as it can give you some of the features left out by your carrier and, change the looks of it. You can find everything you need to know about rooting your Victory here on AF
