Help US purchased app use in India (or other countries)

Hi everyone, I live in the US and am thinking of purchasing a Samsung Galaxy Tab 10.1 for my dad (who lives in India). I am trying to find out:

1] If I preload some apps for him in the US, will they work in India?
2] Can he use an Indian based android market to download new apps onto a US purchased Tablet
3] Can he continue to a use US based andorid market account while using it in India.

Yes. Whatever you preload will work wherever you go.

2] Can he use an Indian based android market to download new apps onto a US purchased Tablet

There is no Indian based Market. It is the same Market, but some apps will not show up. There are ways around it. He will be able to download whatever is available there. If something is not, you can download it onto your Tablet/ phone in the US and send him the apk (free apps only).

3] Can he continue to a use US based andorid market account while using it in India.

Yes.
