Help Usb debugging disabled but can't access

I have a galaxy nexus stuck in bootloop but I need to download a driver to use a toolkit to fix it. in order to get a driver I need to enable usb debugging, but, because im locked out of my phone, I cant do this. Is there any alternate way to enable usb debugging, or even better, get it out of bootloop? thanks

Were you rooted?

Did you already unlock your bootloader and install a custom recovery?

I'm not curious - your answers will determine your options.

Which toolkit are you using? There's a soft bricked/bootloader option in Wugs Toolkit which when checked, will let you do the reflash/unlock etc functions when you can't access the phone.

I take it you can get to the bootloader no problem?
