usb tethering is greyed

i am using samsung gt s5570 pop
in this i cant use usb storage ... and i have tried all possible... by enabling usb debug... disabling it also ...and main thing is usb Tethering is grey. where i cnt enable or disable it... and wen i conect to pc it only gets charged.... so can ny one help me out....
