Use droid without data plan?

I currently have an original Droid and will be upgrading to the Thunderbolt soon. Is it possible for my brother to use my old Droid as his phone, but not have to pay for a data plan? He would just use it for voice/texting and the wifi if it will work. He doesn't want to pay for a data package.

No, verizon requires a data plan to use the phone, not to mention when the phone tried to sync he would be charged the per mb charge for use
