I have a HTC one m7. I know I can use media link to get an hdmi signal to my tv but can I someone use the phone as a monitor? In other words can I get the phone to accept an hdmi signal and display on screen?

Pretty sure that's not possible.
I don't think any phones support HDMI in.
Some desktop GPUs and high end laptops do have HDMI input, but I'm not sure there would be enough interest in phones having it.
