No they Dont but the refurbished devices are used and will get one from the corporate store when your new device will break down. But you can't buy used devices from metro
Also you can activate a used T-Mobile or Metro phone that you buy from Craigslist, Amazon, eBay, etc.
To avoid buying a stolen phone when buying locally on Craigslist, meet your seller at the phone store and have them verify it's not stolen. Then have the phone transferred into your name while the seller is still there. After that they can't report it stolen.
