Using Google Maps Offline with GPS

I am going to Brussels and would like to use Google Maps to help me navigate the city. I have found you can download wide areas using Google Maps, and I have saved pretty much all of Brussels to my phone. This is useful, but will I be able to use GPS with the offline maps?

Am I right in thinking GPS is free?

Yes, you will be able to. Although it may take a while to get a lock. I've used it all over Europe and China with Google cached maps. It worked like a charm. It only works for GPS. You can't do routes or search for places. You'll need an internet connection for that.
