I want to use my android (kitkat) mobile as CD-ROM drive to format my Windows PC. When I am connecting my mobile to my PC (currently XP) it is showing a CD-ROM drive. So is it possible to take the OS CD entire files to my mobile and use it to format my windows PC by the mobile created CD-ROM drive?

No, when you format the drive you will delete the android's device drivers and it will not be usable.
