Using too much Ram

My phone has been sluggish so I checked my running apps to see how much ram is being used. I was surprised to see most apps on the list "restarting' and the ram varying between 0 and 38 ram available. It changes as I watch. is this little free ram norml? Any suggestions about what i should do about it?

That's not adding up, have u tried rebooting the phone? Download Gsam battery and see if there's a rogue app that's pinpointed.

If by adding up u mean the list of apps on the screen shot there are 5 screens of apps so i cant show them all at once. I did use exactly the same apps on by tbolt without difficulty. i haven't added any.
