Verizon Android Phone without data plan

I know this is the million dollar question, but I was wondering if anyone could confirm or deny whether my most recent theory on how to do this is feasible. Is it possible to buy a Verizon Android phone without a contract (like on eBay, CraigsList, etc.) and add it to an existing Verizon line without getting a data plan?

No. As soon as you activate it it will require a data plan, no way around that.
You won't need to re-up/re-sign a contract for that line, but you will have to add a data plan.
