Root [Verizon] GPS Navigation Issue Root or Unrooted

I bought the phone when it first came out. Phone was working great...After the OTA from Verizon...I noticed that my Google Navigation no longer worked...

I waited and waited for Jelly Bean and then finally decided to root the phone with a different rom last week to see if it would fix the GPS issue...it didn't.

So I called Verizon and they sent me a new phone. Right off the bat, the Google Navigation worked. But now that FOXFI (even the paid one) is having issues I decided to root to get my tether working.

Now my gps navigation doesn't work anymore....so then I was like I'll unroot it back to stock. I did so and installed the OTA from verizon. It doesn't work anymore.....does anyone have any clue on how to get the GPS Navigation to work???
 
Whenever I load up maps it detects where I'm at...but when I try to use navigation it says it still searches for GPS and just sits there searching.....but does not ever connect.

I downloaded a couple of apps GPS TEST and GPS STATUS...try to mess with the configurations but no luck...It won't lock onto any GPS Signals. It shows 0 fix out of 19 satellites....

Not sure what's up...
