Viber uses your contact list in order to recognize other Viber users. This means that no one can call you or text you on Viber unless they already have you listed in their contacts or know your telephone number.
Your telephone number is what identifies your device. Since the person calling you has your number, there is no way to stop them from calling or texting you. However, we are looking into such features for future builds.
At the moment, the best way to block a call is by declining it. The caller will not know that you've declined the call, it will simply ring on his end until he hangs up or until the call attempt times out (approx. 50-60 seconds).

I want to load Viber on my nexus 7 tablet with the same number as my phone, but it deactivated my phone account when I do, why will this not work with my Wi-Fi tablet? It does work with the same account on my pc?

At this stage, one Viber number can be assigned with only one device simultaneously (except for Viber Desktop). When you try registering to Viber with the same number on a second device, the first device immediately deactivates, and its data (message history, Recents, etc.) is deleted.
What you can do, however, is register your second device with a different number: your home number, an old cellphone number, family's or friends.
At the moment we don't have official information about the option to register the same Viber number on multiple devices. If we have such news in the future, we will let you know
