To video chat, you both need the same chat app or program. Skype is very popular, and it's free. If your phone has a front-facing camera, you can video chat with anyone else on Skype, provided you have their Skype username.
Keep in mind that unless you are on a wifi connection, standard data rates will apply. I hope that answers your question.
