video calling on galaxy phones

I can't find how to do a video call on galaxy phones like they show on the commercial.

I am not familiar with the Galaxy commercials but there are quite a few programs out there that will allow you to make a video phone call:

-Hangouts
-Tango
-Skype

These are just a few, you can find others at the Google Play Store. The key is finding what program your friends/family are using. Out of all of those Hangouts is my favorite.
