I have a customer who is looking for an app that will provide video conferencing between Android and Apple devices. Do you have a recommendation of a good app? Is it restricted to a particular carrier?

I know and use Skype and Wechat which is Chinese. I think Skype is OK. I did look at WhatsApp briefly.
