I installed viber and whatsapp app to My samsung galaxy 19000 but both of them dosent appear on display. Can i get help Please.

Do you mean they haven't put launcher icons on your desktop? Are they both in the app drawer?
I'm not that familiar with Samsung's Touchwiz launcher, but with most launchers you can press and hold the point on the desktop you want the icon to be, then select "apps" from the list of options and choose the app you want to add.
There's an option in your Play Store settings to choose whether you automatically add icons to the desktop when you install a new app. I thought they left it on by default (I personally always turn it off, but people's preferences differ).

Yes i mean that when i try to download them it show me they are already installed but they haven't put launcher icons on my desktop.
Are they both in the app drawer? No.

Check in your manage applications/downloaded. They should be there.
If you downloaded them, and the Play Store says they are installed, they should be on your device.
Are you accessing the Play Store from your device or your computer? The reason I ask is sometimes an app will not be on my phone (because I uninstalled it) but the PlayStore (accessed via computer) will say it is installed.
