virgin mobile sim card not recognised on android dual sim phone but Tmobile sim is being recognised. Any ideas why?

You said it's a dual SIM Phone, On most of the Chinsese dual SIM phones, the second SIM is GSM (2G) only, so if the Virgin SIM is a 3G one, it won't be recognized.
Have you tried the Virgin SIM in the first SIM slot?
If you have, is it recognized?
Another point, some of the cheaper Chinese dual-sSIM phones, even ones running Jelly Bean, only support GSM (2G) in both Sim slots.
