Was it registered with a Google account?
If so, he should be able to log in to https://myaccount.google.com/find-your-phone and get a map location of his device. As far as if someone else is using the SIM, that would be up to his carrier to provide that information, but to be safe you might want to report it lost and ask that the sim be deactivated.
