I am not sure if an app exists... there is this that could work, but I'm not sure if it definately would.
I got the above link from this thread - http://androidforums.com/android-applications/49811-tv-remote-using-your-android-phone.html there are a couple of other links in there that you might want to check out.
We also have an app request section... a dev may take your idea up - Application Requests - Android Forums
