May I use voice command without wifi being on? On galaxy s4
 
Since it requires Internet you'd need a data (4G, 3G, EDGE, etc) or WiFi connection. Otherwise it will say something like "network error. Please try again" I am assuming you're referring to S-Voice?
 
Search your favorite app store (probably Google Play) for offline voice command. Those keywords will produce the results you seek.
