Verizon Note 5. Though I listened to and deleted new voicemails, the VM icon won't go away. Have shut down and restarted and it just keeps reappearing. Really annoying!
Try leaving your self a voice mail and then listening to it and deleting it. Sometimes when the notify is stuck, re-deleting it may work.

Unlike a master reset, wiping the cache partition does not delete your personal data.
To wipe the cache partition, follow these steps:
Turn off the device.
Press and hold the Volume Up key and the Home key, then press and hold the Power key.
When the Samsung Galaxy Note5 logo screen displays, release only the Power key
When the Android logo displays, release the Volume Up and the Home key ('Installing system update' will show for about 30 - 60 seconds before showing the Android system recovery menu options).
Press the Volume down key several timeskey to highlight 'wipe cache partition.'
Press the Power key to select.
When the wipe cache partition is complete, 'Reboot system now' is highlighted.
Tried everything ppl suggested. The VM icon hangs there after deleting ALL messages for no apparent reason and then disappears ... Also for no known reason. I hate VM anyway. Maybe I'll just disable the box
