Help voice mail notification never goes away

When I pull down the notification bar, I see I have a voice mail.
For example says

'New Voice Mail 11:16 AM'
'Dial *86'

Then I dial *86 and listen to the voice mail.
However the notification always stays there like it is stuck.

Other notifications, I can click clear, and they go away but these will not clear off the screen.
I do think If I reboot the phone, the voice mail notification goes away.

Other thing is, these voice mails come from people calling about Craigslist sales I have posted.
They ask me to call them and give me a number, I never call them back because their is a scam where you PAY to CALL a number.

And other thing is the phone is always with me, and these Craigslist voice mail messages NEVER ring the phone. If regular people call me, the phone rings, so can anyone tell me what is going on?

ok, but why wont the phone ring??
Somehow they are able to just leave the message...

Can you call someone, and just leave a message?
The latest message mentions only the 'item', no details exactly what item and wanted me to call a number.
Other ones are I am calling for my uncle or mother who wants the item..., no details call a number etc...

And of course the scam about how they will pay more than I am asking and going to send me cashiers check...

This one is easy to scam people
Do not call back these numbers!
I have sold close to $2000 (part of estate sales) over the past month with craigslist, and only use the email or text message for contacts and only in first person.
They have the Craigslist relay for texting and email, I ignore everything else.
Just recently one guy said 'send me your address', that was it.
So I said in regards to which craigslist item.
And response 'I will buy it all'
Insanity!

Of about 100 people who are legit, a good 20% are not is my experience so far.

6. The Cell Phone Swindle
This one can take a bite out of your monthly income, and if you're not monitoring your finances closely, you may not even notice it.

In this scam, someone will respond to your for sale ad saying they are interested, but cannot talk right then. Usually they're at work or otherwise indisposed. However, instead of giving an email address or phone number, they'll ask you to put your cell phone number into a website that "stores" information for them. In reality, it's a site that is signing you up for a monthly charge of $10 or more per month, and there is no way to cancel the service. The only way out, when you spot it, is to cancel your credit card. And forget about getting a refund.

Another cell phone swindle is to provide you with a call back number that appears to be an answering service, but is in fact a pay-per-call number. Although you won't be out thousands of dollars like some warnings of these numbers claim (specifically the 809 code scam), you could be charged $25-$30 to make the call. And if enough people do it, that's a tidy sum for the scammer.
