Hi welcome to Android Forums, I'm sorry it's taken so long to get a response.
Is the Voicemail application still in your application drawer (where the rest of your apps are stored). All you have to do is find the application there, press and hold your finger down on the application icon there. You should begin to feel the phone vibrate, now you should be able to drag a shortcut icon onto your home screen.
