Help voice recognition doesn't work offline even after downloading the language pack

It says, can't find a network connection

I tried both S voice and Google. Nothing work. Downloaded languages too. running 4.3 i9300

I believe for both services you need a valid and functioning network connection, even when language packs are installed. Most of the 'recognition' is is done by servers and not on the device itself.
