My phone is good for voice typing when using WiFi. But, I want to limit the process when I use mobile data. I just turn on Google app but it seems not enough. It just not recognize the Cantonese that it works under WiFi. Which app process need to enable too for Cantonese voice typing?

Sounds like could be a connectivity and/or a bandwidth issue when using mobile data, especially if it works on WiFi no problem. Do you have 4G/3G with a good signal strength, and are not using 2G GSM?
"Cantonese" Are you in mainland China like Guangdong or something, using a carrier such as China Mobile? Which would definitely restrict and block Google voice typing, unless using a VPN. If you're in Hong Kong, using Google should be no problem there.
