VoIP Application

I've been searching for an application which will allow me to make outgoing calls abroad over a wi-fi connection. Just like Skype on the desktop. Google Voice is not an option for me since I'm outside of US, and Skype doesn't seem to even have VoIP on Android.

What do others recommend using for their VoIP needs? Is there a service that already has an outgoing plan like SkypeOut? And an incoming number like SkypeIn?
 
if you set up you skype account in fring - it gives you the choice to skype out (though I haven't tried it). I have only used fring for skype to skype calls over wifi
 
Hmmm... I tried another application on the market called Skuku which seems to do the job well. I can make outgoing calls and the phone number of my SIM card is displayed as the caller, and also receive calls at my SIM card's phone number. From what I understand this is without a GSM connection, but over wi-fi.

I don't know exactly how they do this, but they do say the application requires root. It works on my rooted T-Mobile G1. An interesting idea. Is this like Google Voice? I'll have to look further into this...
 
I don't know IF an Android client will be provided.

I don't know HOW it will integrate with Google Voice once it's released.

I just don't know ANYTHING at this point.

BUT! I'm hoping what I'm thinking WILL happen!
