VOIP calls FROM abroad using ONLY wifi with NO callback

I've been searching around and can't seem to find the answer. I am abroad and want to make a voip call from my cell phone to the US. I can't use callback to my cell because of the intl roaming. I can't use callback to my hotel room because it would go to the hotel operator. So basically, I want to:

Make a call from my cell to another phone, not to or from a computer

Use wifi only

No callback

I don't mind paying per minute


I'm pretty computer savvy but there seems to be a lot of complexity to the many different variations of voip calling. I might need to be walked through the process for the above scenario. Thanks.


PS: Are there any VOIP services that are completely browser based and would that work from an Android phone?
 
I use Skype - just put some money on your Skype account and you can call land lines and mobile phones pretty cheap. All you need is wifi, the Skype app, and a Skype account with some cash on there (even $10 will do the job).
 
Using Skype, you don't even need cash if you call over WiFi to a laptop or desktop computer or phone (connected over WiFi to the internet). It's free!
And there are others: ooVoo, Tango, etc. etc.
