Help VPN(L2TP) drop after 90 seconds running Android 9

Hello!

I bought a Huawei Mate 20 Pro cell phone running Android 9 last month, and went to China last week. I found that my Internet access with VPN running on L2TP/PSK will drop after 89~91 seconds (I checked this out with support from company IT department looking at the log), both WiFi & WAN (4G, China mobile). Sometimes the phone show that it was stilled VPN connected, but actually it has already been dropped by the server/gateway. I used to run the same VPN connection on Xiaomi Mi5 & Lenovo K8 (both Android 8) without any problem. Is this Android 9 problem or VPN server problem ? One friend on the Internet said that he used the same model phone, travel to China, make L2TP/PSK connection without problem.

I also search the Internet, to find other phones (Google Pixel, Samsung S8) seems to have similar problem. (Just type VPN drops after 90 seconds on Google search). For example,

I don't know if this is Android 9 issue, Huawei phone issue, or system compatibility issue, but just hope that someone can come to the rescue, thanks.
